If your computer was shutting down,but all of a sudden it won't shut down properly, or it restarts during the shutdown, if you installed any new software or device drivers, remove Microsoft themselves put out a tool called User Profile Hive Cleanup to help with this. Since you indicated that it will shut down through windows and it is just the buttons that don't work I would recommend this. Then put the battery back in and turn it back on.
